One Storm Is Enough to Test the Room
The Atlantic hurricane season began June 1. NOAA’s May 21, 2026 outlook called for below-normal activity, but even a below-normal season can produce a storm that disrupts local government, public safety, utilities, transportation, schools, and residents. Emergency operations teams do not get to wait for a busy forecast before checking readiness.
An EOC is only as effective as the information it can gather, display, share, and act on under pressure. Command center AV should support real incident workflows: situational awareness, multi-agency coordination, storm briefings, public updates, remote participation, recording where needed, and after-action review.
Map the Incident Workflow, Not Just the Video Wall
Video walls and shared displays can be valuable, but they are not the whole EOC. Teams need to route weather data, GIS maps, camera feeds, dashboards, web briefings, video conferences, radio or voice coordination, presentations, and public information updates. Operators need to switch sources quickly without losing context.
A readiness review should ask what happens during a storm briefing. Who is in the room? Who joins remotely? What sources need to be visible? How does the emergency manager brief leadership? How does public information prepare an update? How are decisions captured for after-action review? The AV design should support those moments.
Audio and UC Are Mission-Critical to Coordination
EOC conversations are often multi-agency and time-sensitive. Microphones, speakers, conferencing systems, and control interfaces must support clear discussion without forcing people to crowd around one device. Remote participants need to hear the room, be heard by the room, and see the right content.
Unified communications should be planned with backup paths and support ownership. If the primary platform, network connection, or room device fails, the team should know the fallback. That fallback should be tested before the storm, not invented during it.
Reliability Requires Power, Network, and Documentation
EOC AV readiness is tied to power, network resilience, UPS planning, equipment access, spare parts, firmware status, and documentation. A display wall is not useful if the control processor, encoder, network switch, or microphone path fails without a known recovery procedure.
Documentation should be simple enough for the people who will be present. Room diagrams, source lists, startup steps, shutdown steps, support contacts, vendor escalation, and backup procedures should be current. Training and exercises should include the room technology, not just the incident plan.
Run an AV Readiness Walkthrough Before the Next Event
A practical walkthrough can test displays, routing, conferencing, microphones, recordings, remote joins, source sharing, control presets, backup power coordination, and support response. It can identify quick fixes and longer-term modernization needs.

Run the Storm Briefing Drill in the Room
Do not test the EOC only by powering on the displays. Run the briefing. Put the emergency manager at the front of the room, bring in a remote participant, show a weather source, switch to a GIS map, display a public works status board, and record or capture the briefing if that is part of the process. Then ask the people in the back of the room and the remote participant what they missed.
This exercise usually exposes small failures that matter under pressure: the map is too small to read, the wrong microphone feeds the conference, the remote participant cannot hear side discussion, the operator has to dig through too many control pages, or nobody knows where the backup laptop should connect.
EOC AV Readiness Checklist
- Primary and backup ways to display weather, GIS, camera, and operational dashboards.
- Microphone coverage for leadership table, operations staff, and briefing position.
- UC/video conferencing path for state, regional, vendor, or mutual-aid participants.
- UPS and power coordination for control, routing, displays, network switches, and codecs.
- Printed and digital room diagrams, source lists, and support contacts.
- A tested fallback for public updates if the primary collaboration platform fails.
- After-action review capture where policy requires it.
For coastal Virginia localities, the room may need to support hurricane briefings, flood response, public works coordination, shelter operations, and media updates in the same day. The AV system should help the team move between those modes without rebuilding the room each time.
Prioritize the Boring Failure Points
EOC technology failures are often ordinary. A forgotten adapter. A dead wireless microphone battery. A source label nobody understands. A display input that works only from one table. A remote agency participant who can see the map but cannot hear the discussion. These are small issues during a drill and large issues during a storm briefing.
Build a pre-season checklist around those ordinary failure points. Label sources in plain language. Keep backup cables where staff can find them. Test the room with the people who will actually operate it. Confirm that public information, emergency management, IT, public works, and leadership all know the briefing workflow.
For Hampton Roads and other coastal Virginia communities, EOC readiness is not abstract. Storms, flooding, bridge-tunnel disruptions, military coordination, school closures, and regional mutual aid can all put pressure on the same room. AV should reduce that pressure by making information easier to share and decisions easier to brief.
The readiness review should end with assignments, not only observations. If the remote briefing audio is weak, name the owner and fix date. If the backup source is untested, schedule the test. If the room diagram is outdated, update it before the next exercise.
