That includes conference rooms, training rooms, classrooms, boardrooms, auditoriums, and public-facing venues. If your spaces support speech, presentations, or hybrid participation, accessible communication is part of the experience.
The best approach is simple: design accessibility into the AV standard, not as an add-on after someone complains.
What accessibility-first AV really means
Accessibility-first AV is the practice of designing your spaces so people can reliably:

Microsoft similarly positions live captioning as a way to increase accessibility for those who are deaf or hard of hearing.

Mode B: Human captioning (CART) for high-stakes events

Mode C: Pre-captioned media for videos you play in meetings

If your organization operates spaces where audible communication is essential, assistive listening is often the most overlooked accessibility requirement.
What the ADA standards require at a high level
The U.S. ADA 2010 Standards include scoping requirements for assistive listening systems in assembly areas. The DOJ guidance explains that the 2010 Standards require assistive listening systems in spaces where communication is integral and audio amplification is provided, and also in courtrooms.
A common way to think about it:

If you use amplified sound so people can hear, you should be evaluating assistive listening, not just louder speakers.
Receivers and hearing-aid compatibility
The ADA 2010 Standards include Table 219.3, which sets the minimum number of receivers based on seating capacity, and it requires that at least 25% of receivers, but no fewer than two, be hearing-aid compatible.
The standards also include an exception: if all seats are served by an induction loop assistive listening system, the minimum number of hearing-aid compatible receivers is not required.
